Sounds to me like they're revisiting the North American Union agenda (that they talked openly about in 2008) where they’d combine the US, Canada, and Mexico, write a new constitution, and replace the dollar with a new currency called “Amero”
They talked about this in the mainstream news back in 2008, but most people didn't support the move because they saw it for what it was— the end of U.S. sovereignty and the consolidation of nations for the NWO
