Senators Lindsey Graham and Richard Blumenthal are leading the initiative, citing recent Ukrainian drone strikes deep inside Russia as evidence of Ukraine’s strategic capability and determination. The bill's progression, however, hinges on President Donald Trump's support, whose stance remains uncertain.
